ANALISIS PERTUMBUHAN EKONOMI, KESEJAHTERAANMASYARAKAT, DAN PEMBERDAYAAN EKONOMI BERBASISWISATA PERSPEKTIF EKONOMI ISLAM(STUDI PADA WISATA YUSSAR FISHING AND PLAYGROUND)

Abstract

Rural economic development based on local potential is a crucial strategy for
poverty alleviation and improving community welfare. This study aims to
analyze the impact of the development of the Yussar Fishing and Playground
tourism destination on economic growth, income enhancement, and community
economic empowerment in Kalidawir Village from the perspective of Islamic
Economics. This study utilized a descriptive qualitative method with an
ethnographic approach. Data were collected through participant observation, indepth interviews with tourism management, village government officials,
MSME actors, and local workers, as well as literature reviews. The results
indicate that the development of Yussar Fishing and Playground successfully
transformed non-productive swamp areas (idle land) into productive educational
tourism zones (Ihya’ al-Mawat). The tourism site absorbed 78.8% of the local
workforce (26 out of 33 employees) and significantly increased the income of
vulnerable groups, such as former farm laborers, single mothers, and youth
group members (Karang Taruna). From an Islamic Economic perspective, the
management of this tourism destination aligns with the principles of Ta'awun
(cooperation) and Tamkin (empowerment), positioning local residents as
primary actors in development. Furthermore, the improved living standards
satisfy the core pillars of Maqasid Shariah (Hifz al-Mal, Hifz an-Nafs, Hifz al-
'Aql, Hifz an-Nasl, and Hifz ad-Din). However, the management and village
government need to refine the wage schemes for informal workers in parking
and sanitation roles to fully meet the principles of distributive justice (Tawazun)
and fair compensation (Ujrah al-Mitsl).
